IOB union chairmain L.Balasubramanian arrested by CBI , who Indian Overseas Bank Employees’ Union, was accused by CBI of being kingpin in the scam, where 950 temporary messengers and sweepers were recruited in Chennai, Tuticorin, Karaikudi, Vellore, Salem and Thanjavur.
